Currently we display this in all contexts:

There may also be parish, town or community council elections in some areas.

This ain't all that useful, especially when we consider that only a third of the population of England actually has such councils.

Some simple initial proposals:

  1. Remove text from areas without any such councils.

The above two can be excluded using the NUTS geographies we already have - can we do more detailed exclusions in England based on council areas?

  1. Change the default text for England, Scotland and Wales:
    For England display: There may also be parish or town council elections in some areas.
    For Scotland and Wales, display: There may also be community council elections in some areas.

  2. Modify the text for times where there are no other elections.
    This might depend on other text changes we make to 'no election', times, but at the very least we should remove the 'also' where there are no other elections happening.

While we're at it we could also add 'or other polls'...
