This is an issue becuase of Electoral Change Orders - we don't know what divisions will look like.

If we create all elections without divisions a year in advance, we can then display this to users – ‘you have an election but the divisions will be added later’.

Maybe we only allow people to add candidates, say, three-four months in advance? Would be useful to have a clear cutoff.

Problem: sometimes organisations are abolished, merged, or have more areas added, shortly before the election (eg. a new council added to a Combined Authority)
