Describe the feature

Upgrade nextjs

Dependabot tried to do this upgrade but there are breaking changes with webpack. See pull request #202

Advantages

  • Fixes vulnerabilities

Acceptance Criteria

Functional and non-functional criteria that should be met by this work

  • NextJS is upgraded to 10.0.8 and the website build and tests pass
