• What are we trying to do?

Update all URLs and references to Code for DC to Civic Tech DC. Here is the new website: https://www.civictechdc.org/

• What feature or behavior is this required for?

We have a link at the bottom of our app that is now broken, and probably serveral other references in our docs and code that point to an entity that no longer exists.

• How could we solve this issue? (Not knowing is okay!)

Changes refs and URLs.
