minimum character count to submit a hosting request

A minimum of 250 characters should be required when sending a hosing request to prevent short, low-quality requests. This is a common problem/complaint among users. However, once the minimum character limit is imposed, some users may abuse the standard messaging feature. To combat people abusing the "message" button for requests, we should allow users to turn off messages from non-friends if they want. This is a separate, but related issue (I still need to create this).

• If the user clicks "send" before the minimum character count is met, the message should not be sent and a modal should display ""Your request is too short! Please write a more detailed, thoughtful request. Click here for help." The word "here" should link to the help page article on writing a good request. There should be an "Okay" button to dismiss the modal.
• there should be a helper text below the request text box that says "How to write a good request". These words should be a hyperlink to the help page article on writing a good request.
• Allow users to turn off messages from non-friends. This is a separate issue that will be created.
• @jesseallhands needs to create the "writing a good request" help page.

We have to be careful to ensure this only affects the initial request and not other messages.
