make the download button more prominent than the metadata download button

This is a frequent annoyance when using OSF. Most users want to download the file, but that button is hidden behind a three-dot dropdown. In contrast, the download button for metadata (which only very few people will ever have reason to click) is very prominent. This should be reversed, the file download should be big and prominent, metadata may well be obscured behind a dropdown.
