Timeformats not consistant for every item

Timeformats in the client can be changed between milliseconds and frames in the preferences. However when using frames, not every item in the rundown uses frames. All the ATEM-control items still use milliseconds as a timebase which is confusing. Even more so, because in the rundown, it just shows numbers but no units.
