Use rust-toolchain.toml to define repo requirements

• Verify azure_core's rust-version matches channel
• Consider adding components as needed
• Run rustup show instead of dtolnay's actions that only work with the older rust-toolchain containing only the channel. There's little reason otherwise to keep it.
