Part of #15973. This adds the infrastructure needed to record all kinds of tests, and uses it to record IMDS managed identity tests. Other managed identity implementations are difficult, impractical, or impossible to record with our test proxy, so I don't plan to add them soon, if ever. I'll add recordings for other credential types as part of refactoring them to use MSAL.
