Epic: Multi-currency Tech Debt and Refactors

This epic serves as a holding place for areas of multi-currency functionality that we feel need to be revised / updated to make the code simpler and more resilient. This list provides a spot to pick items from during downtime or HACK weeks, but if the list gets to be sufficient in size can become it's own project to be tackled during a sprint.
