Summary

This PR is a follow-up to #12623 and adds style-guidelines as said in #12645

All Changes:

  • change remaining static links in the documentation to relative ones
  • change all remaining not-required prefix links to no-prefix links (./guide.html -> guide.html)
  • add a documentation style guidelines section to CONTRIBUTING
  • change slightly outdated information in the CONTRIBUTING (about file extensions)
  • consistenize spacing in CONTRIBUING
