Allow dictionary of qualifiers in e3.anod.deps Dependency

For now the qualifier must be passed as string. It is not really convenient since the qualifier are accessed through dictionary in the specs. We end up with error prone string formatting that could be avoided.

To be compatible with the name generator, the boo leans will be interpreted:

• True: replace with ""
• False: remove the qualifier (False is the default for tag qualifier)
