Bug description

Package libutf8proc fails when compiling irssi IRC client. The text and solution from IRC.

< Ticho> if they put the .h file in its own directory, they should have adapted the .pc file so that the Cflags: line includes "-I/usr/include/libutf8proc"

Steps to reproduce

When compiling irssi version 1.4.1 with programs meson and ninja.
