Migrate leftover eslint plugins

When moving to Eslint 9, two plugins were not compatible yet:

• eslint-plugin-import Support eslint v9 import-js/eslint-plugin-import#2948
• eslint-plugin-typescript-sort-keys Support ESLint 9.x infctr/eslint-plugin-typescript-sort-keys#77
• eslint-plugin-eslint-comments (may not be ported to eslint 9 in the foreseeable future)

They should be migrated as soon as they release versions that support Eslint 9
